If you read the article, its that the original concession by MS was for ABK games to be available on other cloud streaming services globally. Since MS is now planning to sell the UK cloud rights to Ubisoft, to appease the EUs current agreement, which means global availability on other cloud platforms, they now need Ubisoft to agree to the same as well
That's not true. Phil Spencer has already stated in interview yesterday that the previous agreements with the other cloud streamers like Nvidia service still stands with the new agreement.
